White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders Releases Final Report to the President
“Rising Together” highlights the unprecedented ways the Biden-Harris Administration has delivered for AA and NHPI communities.
Landmark report includes comprehensive updates from 29 federal agencies and 86 recommendations from the President’s Advisory Commission on AA and NHPIs.
Today, the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders (WHIAANHPI) unveiled Rising Together, its final report to President Joe Biden. The report showcases how the Biden-Harris Administration has leveraged the full force of the federal government to make real the promise of America for Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) communities. Read the full report at wh.gov/whiaanhpireport2025.
In May 2021, President Biden established WHIAANHPI via Executive Order 14031 and directed the Initiative to coordinate a sweeping, government-wide effort to eliminate longstanding barriers affecting AA and NHPIs. To carry out the President’s mandate, WHIAANHPI collected action plans from dozens of federal agencies in Summer 2022 and published them in January 2023 as part of the launch of the United States inaugural National Strategy to Advance Equity, Justice, and Opportunity for AA and NHPI Communities.
“Since day one, President Biden and Vice President Harris have championed the diversity, resilience, and contributions of our nation’s vibrant Asian American, Native Hawaiian, and Pacific Islander communities,” said WHIAANHPI Co-Chairs Health and Human Services Secretary Xavier Becerra and U.S. Trade Representative Ambassador Katherine Tai. “This report reflects the tangible progress the Biden-Harris Administration has made to uplift AA and NHPI communities, and we hope it serves as a roadmap for future administrations to continue this vital work.”
Rising Together offers a comprehensive review of the Biden-Harris Administration’s historic investments in AA and NHPI communities and priorities. Specifically, the report includes:
A broad summary of WHIAANHPI’s activities to uplift AA and NHPI visibility, support communities in crisis, strengthen federal employment pathways, and promote capacity building;
Updates from 29 federal agencies detailing the implementation of their action plans and steps they have undertaken since the release of the National Strategy to Advance Equity, Justice, and Opportunity for AA and NHPI Communities;
86 community-centered, expert-informed recommendations from the President’s Advisory Commission on AA and NHPIs to address systemic barriers in the federal government’s policies and programs, many of which have already been implemented under the Biden-Harris Administration; and
A snapshot of progress made across seven strategic priority areas, including combatting anti-Asian hate, promoting belonging, advancing data disaggregation, improving language access, addressing COVID-19 recovery, expanding outreach and engagement, and diversifying the federal workforce.
The White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders (WHIAANHPI), established by President Joe Biden through Executive Order 14031, as amended by Executive Order 14109, is charged with coordinating a whole-of-government agenda to advance equity, justice, and opportunity for AA and NHPI communities.
