Guidance for: The purpose of this letter is to advise that the Health Care Financing Administration (HCFA) recently reviewed its policy on withholding the release of the recipient's name to outside parties and providers. As a result of the review, HCFA has decided to revise the appropriate State Medicaid Manual (SMM) citations to add the recipient name to the list of information that may be released to outside parties.
