When the redesigned Third Party System (TPS) by State Buy-in was implemented in August of 20033, it contained a provision which limited the initial retroactivity of a n SSI based Part B accretion in an SSI auto-accrete State to four years, even though the beneficiary may have had Medicare entitlement and have been in COI pay stat us in the SSO record for more than four years.
