Additional Guidance on Section 9815 of the American Rescue Plan Act of 2021 (SMD 22-006)
This State Medicaid Director Letter (SMDL) provides additional guidance to states on section
9815 of the American Rescue Plan Act of 2021 (ARP) (P.L. 117-2). Section 9815 of the ARP
amends the third sentence of section 1905(b) of the Social Security Act (Act) to make a 100
percent federal medical assistance percentage (FMAP) temporarily available for Medicaid
services received through certain Urban Indian Organizations (UIOs) and certain Native
Hawaiian health care providers.
