Administrative Expenditures Reporting

Guidance for : This letter and attachments provides guidance on how State Medicaid Agencies must report, and the Health Care Financing Administration (HCFA) will track, certain Medicaid administrative expenditures and budget projections relating to the provision of the Welfare Reform legislation (Public Law 104-193, enacted August 22, 1996), the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), which established a special $500 million fund available to States for enhanced Federal matching for such expenditures. In consultation with State intergovernmental groups, HCFA allocated two amounts from the $500 million fund to each State Agency, to be used for allowable expenditures.
