CMS Regulations: e-Rulemaking

Guidance for viewing documents open for public comment, submitting public comments, and reviewing public comments received on regulations in accordance with the e-Rulemaking Initiative.

Issued by: Centers for Medicare & Medicaid Services (CMS)

Issue Date: February 11, 2020

On January 15, 2008, in accordance with the President's eRulemaking Initiative (see link under "Related Links Outside CMS"), we began migrating CMS regulations to the Federal Dockets Management System (FDMS) at Regulations.gov.  As a result of our migration, we began accepting electronic public comments through FDMS via Regulations.gov.  The process for submitting regulatory comments via mail or courier remains unchanged.  CMS continues to accept regulatory comments via mail or courier.

This page provides instructions for viewing documents open for public comment, submitting public comments, and reviewing public comments received on regulations.
