Guidance for FAQ regarding Cost Sharing Reduction (CSR) Reconciliation and Data Submission

Question: Should Issuers report instances where the Simplified Actuarial Value (AV) Method suggests a negative amount of Cost-sharing Reductions (CSRs) '0.00' in the Total Value of CSR Provided fields?

Answer: In situations where the standard plan cost sharing is less than the cost-sharing reduction amount provided, issuers should enter a negative number.
