Question: In the case of multiple Subscriber IDs for an enrollee whose accumulators must be carried over, how can the issuer determine that the subscriber is the same?

Answer: Issuers should compare the name and subscriber's Social Security Number (SSN) and other identifiers, such as address or an issuer assigned member Identification Number on the policies.
