Question: Should issuers that sell only on SBMs use the SBM Exchange assigned Subscriber ID?

Answer: Yes, issuers should include the SBM Exchange assigned Subscriber ID. While SBM issuers are required to report this Subscriber ID, the SBM Subscriber ID will not be validated by CMS. CMS only validates Exchange Subscriber IDs for FFM issuers.
