Question: Do issuers need to do a separate submission for each HIOS plan ID or can we do one (1) submission that covers all HIOS IDs?

Answer: Each issuer (5-digit HIOS issuer ID) submits its own file. That single file will contain information for all of the issuer's CSR plan variations (16-digit HIOS QHP ID) and the policies under that plan variant. An issuer should submit one (1) data file and one (1) attestation file submission for the applicable benefit year.
