CSR Reconciliation (CSR) FAQ

Guidance for FAQ regarding Cost Sharing Reduction (CSR) Reconciliation and Data Submission

Issued by: Centers for Medicare & Medicaid Services (CMS)

Issue Date: January 30, 2019

Program Area: CSR Reconciliation (CSR)

Question: What is the control source to ensure for each Health Insurance Oversight System (HIOS) Issuer ID, all HIOS Plan CSR variations requiring reconciliation, have in fact been included in the issuer's file?

Answer: CMS will compare the Qualified Health Plan (QHP) IDs in the issuer's CSR reconciliation data submission to CMS's record of the QHP IDs for which CMS paid the CSR portion of the advance payment. Following submission of its data, the issuer will receive an automatic email listing any QHPs for which advanced payments were made that were not included in the issuer's data submission for CSR reconciliation.
