Medicaid Enterprise Systems Compliance and Reapproval Process for State Systems with Operational Costs Claimed at the 75 Percent Federal Match Rate

This CMCS Informational Bulletin (CIB) provides guidance specific to state compliance with
regulatory requirements for Medicaid Enterprise System (MES) modules and solutions for which
states are claiming a 75 percent Federal match rate for ongoing operational costs, pursuant to
section 1903(a)(3)(B) of the Social Security Act (the Act) and 42 CFR § 433.116. Regulations at
42 CFR § 433.119 note CMS may periodically review and reapprove each operational system to
validate all federal requirements continue to be met, and thereby requalify the MES module for
the 75 percent Federal match rate for system operations.
