The purpose of this Change Request (CR) is to update sections within Chapter 1, Chapter 3, and Chapter 5 in Pub. 100-15. The updates in this CR include updating definitions in Chapter 1, adding clarifying language to the Proactive Project Development section in Chapter 3, and adding clarifying language to the Creating Overpayment Records section in Chapter 5.
