Question: What does Record Code Type 02 signify in the Reconciliation Outbound (RCNO) file?

Answer: The 02 Record in the RCNO file refers to the summary record for the Health Insurance Oversight System (HIOS) ID that corresponds to the 01 detail records. Each set of 01 records corresponds to a single 02 record and represents a 'logical file'. These logical files are aggregated into a single physical file by Trading Partner ID and transmitted to the issuer via secure Electronic File Transfer (EFT). Please also refer to the comprehensive Enrollment Reconciliation Education Suite for further details on the reconciliation process. If you have any questions about the reconciliation results reflected in these files, please submit them to CMS_FEPS@cms.hhs.gov with the subject line "RECONCILIATION - QUESTION". Please remember to include the name of your organization, State(s),five (5)-character HIOS ID(s) and your contact information.
