Guidance for electronic submission of Workers’ Compensation Medicare Set-Aside Arrangements (WCMSAs).

The Workers’ Compensation Medicare Set-Aside Portal (WCMSAP) allows electronic submission of Workers’ Compensation Medicare Set-Aside Arrangements (WCMSAs). The WCMSAP is the recommended method for submitting a WCMSA for review since it is more efficient than mailing this information. Attorneys, Medicare beneficiaries, claimants, insurance carriers, and WCMSA vendors may use the WCMSAP to enter WCMSA case information directly. Registration is required to use the WCMSAP. Please see the section titled “How to Access the WCMSAP and User Documentation” and the “WCMSAP Training Materials” sections below for additional information and assistance.
WCMSAP Features & Benefits:
The WCMSAP provides you with the following features and related benefits:
- Enter WCMSA information and upload relevant documentation.
- Receive immediate confirmation of successful WCMSA submission.
- View WCMSA submission and status.
- Receive notification of submission issues or errors.
- Add or replace missing/incorrect documentation, as requested.
- Upload account transaction files for WCMSAs.
- Download response files for each submitted file.
- Reconcile WCMSA balances with current balance stored on the WCMSAP.
- Submit Annual Attestation information.
- Request a re-review of your WCMSA if you believe the recommended value is the result of an error.
- Note: A re-review request is only allowed under specific circumstances. These circumstances are explained in the WCMSA Reference Guide which is available in the Downloads section of the WCMSA page.
How to Access the WCMSAP and User Documentation
The WCMSAP application can be accessed at: https://www.cob.cms.hhs.gov/WCMSA/login. For more information on how to register and use this application, please see the WCMSAP User Manual which is available under the ‘Reference Material’ menu option of the WCMSAP application. It should be used in unison with the other reference materials that can be accessed from the “Help About This Page” link which is available on each WCMSAP page.
Beneficiaries do not need to register for a WCMSAP account. They can access the WCMSAP through the Medicare.gov Web site using their established User ID and Password for that website. The website can be reached using the following link www.Medicare.gov.
WCMSAP Training Materials
CMS has made available a curriculum of computer-based training (CBT) courses for WCMSAP users. These courses provide in-depth training on WCMSAP registration and use of the WCMSAP.
