Bertha Alisia Guerrero
Director, Intergovernmental and External Affairs (IEA)
Bertha Alisia Guerrero is the Director of Office Intergovernmental and External Affairs (IEA) at the U.S. Department of Health and Human Services (HHS). In this capacity, she is the Secretary of Health and Human Services’ principal advisor on strengthening intergovernmental relationships with state, local, territorial, and tribal governments as well as private sector, nonprofit, faith-based, and other external partners to advance the Biden-Harris Administration's health and human services priorities. In addition to leading the IEA staff in Washington, D.C., Director Guerrero oversees ten regional offices representing the Secretary and the Administration at both the state and local levels.
Immediately prior, Director Guerrero served as White House Liaison at HHS where she served as a senior advisor to the HHS Secretary for presidential personnel and appointments, and responsible for the recruitment, retention, and development of the Department’s senior leadership. Prior to joining the Biden-Harris Administration, Director Guerrero served as Chief of Staff to Congressman Jimmy Gomez, Director of Public Engagement for Democrats on the U.S. House Committee on Natural Resources, Director of National Advocacy at the Hispanic Federation and Senior Legislative Assistant to Congressman Raúl M. Grijalva.
Director Guerrero was born and raised in Santa Ana, California. She is the first-generation daughter of immigrant parents and the first college graduate in her family. She is a graduate of the University of California, Los Angeles (UCLA) where she received her bachelor’s degree in Political Science and a minor in Chicana and Chicano Studies. Director Guerrero lives in Washington, D.C. with her dogs Mia and Milo.
