Appeal Prerequisite
Prior to appealing to the Board for Correction of Public Health Service (PHS) Commissioned Corps Records (Board), the Commissioned Corps officer must exhaust all available administrative remedies. This may include filing a grievance, equal opportunity complaint, or seeking remedies to pay issues through the Department of Defense Office of Hearings and Appeals. The Office of the Surgeon General (OSG) corrects an error or removes an injustice if the evidence supports such an action and notifies the Commissioned Corps officer and the Board of any action taken or the reason for any inaction. However, the OSG, subject to certain exceptions, is precluded by a ruling of the Comptroller General from retroactively changing a personnel order that alters a Commission Corps officer's entitlement to pay.
Submitting Your Application
You must submit the Application to the Board for Correction of Public Health Service Commission Corps Records (PSC-54) - PDF to the Board. The Board prefers that applications be submitted via email at BFC@psc.hhs.gov to avoid delays.
