Betsey Emilien is the Acting Director of Behavioral Health Services at Federal Occupational Health (FOH) within the Program Support Center (PSC), a division of the U.S. Department of Health and Human Services (HHS). With over 20 years of experience in work-life and employee assistance programs (EAP), Ms. Emilien brings a deep expertise to her role. She oversees a wide array of services aimed at supporting employee well-being, including the Employee Assistance Program, work-life services, and other behavioral health programs.
Ms. Emilien is dedicated to enhancing the quality of life for employees through innovative, evidence-based practices. She has played a key role in developing and implementing WorkLife Programs at the FDA and NARA, providing resources to help employees manage their personal and professional responsibilities. Her holistic approach emphasizes not just mental health, but overall well-being.
In addition to her operational duties, Ms. Emilien is pivotal in ensuring federal contracts for behavioral health services meet all regulatory standards. Prior to this role, Ms. Emilien served as the Director of Employee Assistance and Worklife Services at FOH, where her strategic oversight and strict adherence to compliance were crucial in securing and maintaining essential federal contracts and interagency agreements.
Ms. Emilien holds a Master's in Social Work with a specialization in EAP from the University of Maryland School of Social Work and a Bachelor's degree in Biology from Morgan State University. A Certified Mental Health Coach, she combines her educational background with innovative thinking to effectively serve federal employees.
Beginning her career as an EAP intern at the U.S. Office of Personnel Management (OPM), Ms. Emilien has held various roles, including EAP Counselor at COPE, Inc., Work-Life Specialist at the FDA, and Senior Work-Life Coordinator for the National Archives and Records Administration, where she established the agency's first Work-Life program.
Ms. Emilien is a trusted work-life partner and part of the leadership team for the Federal Workplace Health Collaborative, contributing significantly to the well-being of federal employees across agencies.
